The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said a northeast monsoon would be affecting the country that could bring cloudy weather on Monday, February 13.

The Cagayan Valley region, Cordillera, Rizal, Quezon, Aurora, Bicol, Eastern Visayas, Caraga and Davao would experience cloudy skies with light rains, Pagasa said in its 24-hour forecast at 5 a.m.

Meanwhile, partly cloudy to cloudy skies with isolated light rains will prevail over Metro Manila and the rest of the country.

Pagasa said moderate to strong winds blowing from the northeast would prevail all throughout the archipelago, with moderate to rough seas.
