Timeline: The Bangsamoro Peace Process
October 7, 2012 – the Government of Philippines (GPH) and the Moro Islamic Liberation Front (MILF) released the Framework of Agreement on the Bangsamoro, paving the way for a new autonomous political entity—the Bangsamoro.
October 15, 2012 – The agreement was signed on in ceremonies held in Malacañan Palace, witnessed by President Benigno S. Aquino III, Malaysian Prime Minister Dato’ Sri Mohd Najib Bin Tun Haji Abdul Razak, and other dignitaries.
February 27, 2013 – The Annex on Transitional Arrangements and Modalities was signed in Kuala Lumpur, Malaysia.
July 13, 2013 – The Annex on Revenue Generation and Wealth Sharing was signed in Kuala Lumpur, Malaysia.
December 8, 2013 – The Annex on Power Sharing was signed in Kuala Lumpur, Malaysia.
January 25, 2014 – The Annex on Normalization and the Addendum on Bangsamoro Waters was signed in Kuala Lumpur, Malaysia.
March 27, 2014 – The Comprehensive Agreement on the Bangsamoro (CAB) was signed in a ceremony, thus concluding 17 years of negotiations between the Government of the Philippines and the Moro Islamic Liberation Front. The CAB incorporates agreements between the GPH and the MILF signed in the past two years: the Framework Agreement on the Bangsamoro, (signed in January 2013), and four annexes to FAB.
September 10, 2014 – The draft Bangsamoro Basic Law was submitted to Congress during ceremonies held in Malacañan Palac. Secretary Teresita Quintos Deles recognizes the event as a turning point in the nation’s quest for peace in Mindanao. During the ceremony, President Benigno S. Aquino III asked Congress to “pass this bill in the soonest possible time.” Once Congress passes the Bangsamoro Basic Law, a plebiscite among the people of the Bangsamoro.
